About the Chapter
The Southern California Silver Chapter (0211) of the United States Army Warrant Officers Association supports active, reserve, retired, and former Army Warrant Officers, their families, and partners throughout the Southern California region.
Professional Development
We support leadership growth, technical excellence, mentorship, and continued service to the Warrant Officer Cohort.
Representation
We provide a local voice for Warrant Officers and help connect the cohort to national USAWOA initiatives.
Recognition
We honor service, achievement, technical leadership, military families, and the legacy of the Army Warrant Officer Cohort.
Chapter History
The Southern California Silver Chapter (0211) was established in 1993 by a dedicated group of Army Warrant Officers who recognized the need for a professional organization serving active, retired, Reserve, and National Guard Warrant Officers throughout Southern California.
The chapter received its official charter during the 1993 USAWOA Annual Meeting of the Members held at Fort Campbell, Kentucky. During the organizational phase, CW3 Mary Carter served as interim president and helped guide the chapter through its formative period. Following chartering, CW4 Joe Gill was elected as the chapter's first president.
From its earliest years, Chapter 0211 established itself as one of the most active and respected chapters within USAWOA. The chapter's members were recognized nationally for professional excellence, leadership, recruiting and retention, and commitment to the Warrant Officer Cohort.
Preserving the record: Former and current members, family members, and friends of the chapter are encouraged to share photographs, newsletters, event programs, officer rosters, and personal recollections to help preserve the legacy of Southern California Silver Chapter (0211) for future generations.
1993 - Chapter Formation
Southern California Silver Chapter (0211) officially chartered during the USAWOA Annual Meeting of the Members at Fort Campbell, Kentucky. CW3 Mary Carter served as interim president, CW4 Joe Gill became the first elected president, and Mary Carter was elected to the USAWOA National Board of Directors.
1994-1998 - Building the Foundation
Chapter membership and participation expanded throughout Southern California. CW3 Mary Carter received the CW4 Albert M. Holcombe Memorial Outstanding Warrant Officer of the Year Award. Mrs. Loach, spouse of CW4 Paul Loach, was selected as the Virginia Holcombe Spouse of the Year.
1998 - National Recognition
CW4 Joe Gill was elected to the USAWOA National Board of Directors, serving from 1998 through 2002. CW3 Farrell Chiles was selected as the CW4 Albert M. Holcombe Memorial Outstanding Warrant Officer of the Year, and the chapter received USAWOA's Outstanding Recruiting and Retention Chapter Award.
2002-2006 - National Representation
CW3 Farrell Chiles served on the USAWOA National Board of Directors from 2002 to 2004, and CW4 Harry Wilson served from 2002 to 2006, strengthening Southern California representation at the national level.
2006-2008 - Communications and Outreach
Marc Yablonka served as Communications Director and helped document chapter activities, accomplishments, and outreach.
Late 2000s - Honoring Military Aviation Heritage
The chapter honored members of the Los Angeles Chapter of the Tuskegee Airmen, recognizing their historic contributions to military aviation and national defense.
2011 - Distinguished Aviation Leaders Join the Chapter
Retired LTC Gene Boyer, former Army One pilot for Presidents Lyndon B. Johnson, Richard Nixon, and Gerald Ford, addressed chapter members at Joint Forces Training Base Los Alamitos. Later that year, LTC Boyer and CW4 Carl Buchanan joined the chapter. CW4 Buchanan, a Vietnam veteran, is recognized as the first African American Army aviator to fly a President of the United States.
2012-Present - Continuing the Mission
The chapter continues supporting Army Warrant Officers, their families, and Southern California communities through professional development, mentorship, networking, military heritage preservation, advocacy, and outreach.
2025-Present - Emerging Technology and Workforce Development
Under the leadership of President CW4 (Ret.) Harry Wilson and Vice President CW2 (Ret.) Wayne R. Mackey, the chapter is expanding partnerships and technical training initiatives that connect Warrant Officer experience with emerging technologies, workforce readiness, and future national security needs.

CW4 (Ret.) Harry Wilson
President, Southern California Silver Chapter
Chief Warrant Officer Four (Ret.) Harry Wilson has dedicated more than 25 years of service to advancing the mission of the United States Army Warrant Officers Association. He joined the organization in June 1998 after USAWOA expanded its support to include Army National Guard and Army Reserve Warrant Officers.
After several years of active participation, CW4 Wilson was elected President of the Southern California Chapter in 2000. During his tenure, he strengthened chapter engagement through member events, holiday gatherings, and programs that fostered camaraderie among Warrant Officers and their families.
CW4 Wilson has served the Association in numerous leadership positions, including Chapter President, Treasurer, Memorabilia Chair, Western Region Deputy Director, and Western Region Director. He remains dedicated to preserving the traditions, heritage, and professional excellence of the Warrant Officer Cohort while helping prepare future generations of technical and tactical leaders.

CW2 (Ret.) Wayne R. Mackey
Vice President & Emerging Technology Training Program Manager
Chief Warrant Officer Two (Ret.) Wayne R. Mackey serves as Vice President of the Southern California Silver Chapter. He is a retired U.S. Army Warrant Officer with 27 years of military service and more than 40 years of combined military, government, and private-sector experience in logistics, maintenance management, safety, leadership development, and emerging technologies.
During his Army career, Wayne held key leadership positions supporting strategic logistics, force sustainment, power projection operations, and equipment readiness throughout the Department of Defense.
As Project Manager for the SCSC/USAWOA Emerging Technology Training Program, Wayne leads efforts to connect Warrant Officers, veterans, students, educators, government agencies, and industry partners in advancing workforce development and technical education in artificial intelligence, cybersecurity, hydrogen energy, advanced mobility systems, and related technologies.

Emerging Technology Training Program
The SCSC/USAWOA Emerging Technology Training Program is led by CW2 (Ret.) Wayne R. Mackey as Project Manager for the chapter. The program supports technical education and workforce readiness by connecting Warrant Officers, veterans, students, educators, government agencies, and industry partners.
Program focus areas: artificial intelligence, cybersecurity, hydrogen energy applications, advanced mobility systems, logistics modernization, technical workforce development, and future national security capabilities.
Through collaboration with military, academic, government, and industry partners, Chapter 0211 is helping connect the operational experience of today's Warrant Officers with the skills required for future economic, industrial, and national security challenges.
